The City of Ceres had three simple requirements for their new replacement Downtown Fire Station No. 1. The new station must replace the existing civic building, circa 1960's, with a new fire station complete with drive-through apparatus bays, aprons for the engines both front and back, and house the administrative offices; The new station must be presentable on all four sides, particularly the rear elevation, which faces the freeway exit into town, and have a preferred "Traditional Fire Station" appearance; and Station costs must fall within a very stringent small town budget.
Squeezed into a +/- 0.75 acre site, between the four-story Public Safety Building and a one-story Court Building, and across the street from a public park, the new fire station was first laid out to accommodate the vehicular circulation requirements of the fire trucks and engines, as well as room for the required aprons.
The resulting rectangular building footprint, approximately 9,300 square feet, was laid out to accommodate triple double-deep apparatus bays plus a medic response bay, along with support space and administrative offices. Firefighter living quarters were designed above the administrative offices, and wrapping around the apparatus bays; in keeping with the City's desires for a "Traditional Fire Station", two brass sliding fire poles were placed to allow quick response for the firefighters to the apparatus.
The rectangular, two-story structure provided the proportions and shape prerequisite of a traditional fire station form. Exterior finishes of brick veneer and plaster are highlighted by foam mouldings creating the building cornices and trim. Arched parapets highlight the three facades of the apparatus room, providing a signature appearance and contrast to the horizontal lines of the brick and storefront systems. The traditional facades can be recognized at many vistas in the City, as well as the adjacent freeway. The resultant traditional forms are accented by masonry arches over the apparatus doors and an ornamental iron fence around the site.
Fire Station No. 1 was designed to accommodate built-in expansion for both apparatus and firefighter crews, providing for orderly growth within a given footprint, and avoiding future exterior construction which may cause interruptions to response calls and operations. The apparatus room is designed to accommodate future vehicles, while the living quarters were designed to accommodate the future growth to a crew of eight plus a Batallion Chief. Dormitories are semiprivate rooms, with casework locker accommodations for three shift crews. Bathrooms are unisex, self-contained, with water closet, lavatory, and shower. Administration offices allow for growth and accommodation of future administrative positions.
The conciseness of the plans and the complete cooperation amongst Owner, Design Team, and Program/Construction Manager Teams, allowed for a very competitive bidding atmosphere. This cooperation continued with the selected general contractor, resulting in a project built within budget, meeting the Fire Department's operations requirements, and the City's civic requirements. Project change order costs were less than 5% of the construction costs.
